OREANDA-NEWS  On 03 March was announced, that the Federal Antimonopoly Service (FAS Russia) found that a petition of "SMP ASUD GIBDD" CJSC ("Specialized Assembly Unit of Automated Traffic Management Systems, of the State Road Traffic Safety Inspectorate") against actions undertaken by the Traffic Management Centre, of the Moscow Government, (a public agency) was unjustified.

The Petitioner stated that the Traffic Management Centre, of the Moscow Government, violated the Federal Law "On State and Municipal Procurement of Goods, Works and Services" in a quotation request for supplying light-blocks based on light-emitting diodes and spare parts and components for traffic lights.

According to the Petitioner, the Ordering Party infringed its rights by wrongly choosing the means of placing the order for supplies of light-blocks, spare parts and components to traffic lights.

Having examined the presented documentation, the FAS Russia's Commission found the complaint of "SMP ASUD GIBDD" CJSC unjustified.

Under Part 2 Article 42 of the Federal Law "On State and Municipal Procurement of Goods, Works and Services", the Ordering Party can place orders by quotation requests for the price of goods, works or services, if the price of the government or municipal contract does not exceed 500 000 Rubles.

Therefore, the Ordering Party lawfully chose to place the order for supplies of light-blocks, spare parts and components to traffic lights by a quotation request.
