Azerbaijani President Issued Decree on Use of Caspian Coastline
OREANDA-NEWS. February 16, 2009. The President of Azerbaijan has issued a decree saying of application of a document with the amendments and additions to the Code of Administrative Offences, the Land Code, and the Law on Land Reform.
The Presidential Administration’s press service informs that the decree commissions the Cabinet Ministers to prepare within two months the proposals for bringing the above-listed laws in accordance with the document and submit to the President.
The Land & Cartography Committee was charged with definition of coordinates and points of turn-offs on 20-50 metre of Caspian Sea coastline relating to Azerbaijan.
It was decreed that function of the executive power body will be undertaken by the LCC on coordination with the Ministry of Emergencies, the State Frontier Service and executive power bodies.
The decree came into force on 13 February 2009.
At the December 2008 session Milli Majlis (Azerbaijani parliament) passed the amendments to the Law on Land Reform, the Land Code, and the Code of Administrative Offences surrounding use of Caspian Sea coastline.
Eldar Ibrahimov, the chairman of the Parliamentary Permanent Agricultural Policy Commission, said that in pursuance of the amendments to the above-listed laws, both individuals and legal entities to construct on the territory of 20-50 m from the sea coastline, build any kind of fencing and any barriers for passing will be fined.
It was also offered to draft a separate bill to cover use of Caspian coastline. MP Ganira Pashayeva suggested addition of a separate point to the Bill saying of coastline use for state purposes and increase of fines for this law violation.
