OREANDA-NEWS. February 11, 2009. The Ministry of Transport and Communications of Ukraine stands for transparency in the issue of regulating of relations between the state and conveyors.

A new order of holding tender for passenger conveyance on general bus routes was approved by a resolution of the Cabinet of Ministers of Ukraine “The procedure of holding tender for accomplishment of passenger conveyance on general bus routes” of December 3, 2008.

If before the priority was given to one or the other conveyor on the basis of subjective estimations of any member of tender committee, under the New Order a winner will be determined according to the score. The New Order determines clear principles of competitive selection. Among its innovations are criteria of selection of members of the tender committee, which shall comprise equal number of representatives of state authorities and non-state bodies. At this, the composition of the committee or its working body will not include persons who represent interests of separate conveyors.

The New Order fixes a form with a score system with a scale of compliance of a conveyor to the tender conditions. The winner will be the conveyor, whose general score will be the highest.

The Ministry of Communications and Transport has studied experience of the European states and took into account in the Order such a factor as parameter of comfort, safety, preserving lives of passengers that’s why for violation of the Road Rules which led to serious consequences the points will be removed. It concerns also non-following license conditions and non-payment of fines.

Pursuant to the new Order the term of validity of passenger conveyance permission has been increased from 3 to 5 years. In such a way the conveyor receives certain guarantees from the state for payment of credit, which he shall take to renew his movable stock.
