OREANDA-NEWS. February 10, 2009. Prime Minister Vladimir Putin signed Executive Order No. 139-r on additional budgetary allocations under the Federal Law On the Federal Budget for 2009 and the 2010-2011 Planned Period for purchasing Russian-made motor vehicles by federal agencies of the executive branch.

The document's full text follows below:

1. To increase budgetary allocations for purchasing Russian-made motor vehicles in 2009 by federal agencies of the executive branch by 12,500,000,000 roubles under the Federal Law On the Federal Budget for 2009 and the 2010-2011 Planned Period.

2. To approve the disbursement of additional budgetary allocations under p. 1 of the executive order and according to the supplement.

3. To channel 2,000,000,000 roubles worth of budgetary allocations as subsidies for reimbursing credit institutions for lost revenues in line with two-thirds of the Russian Central Bank's refinancing interest rate. Credit institutions will be reimbursed for lost revenues during the issuing of loans in 2009 to private individuals for purchasing Russian-made cars worth not more than 350,000 roubles from a list approved by the Russian Industry and Trade Ministry.

4. By agreement with the Finance Ministry, the Russian Economic Development Ministry and the Industry and Trade Ministry will draft regulations on providing subsidies to credit institutions as reimbursement for their lost revenues under p. 3 of this executive order over a period of one month and will submit them to the Government of the Russian Federation.

Additional budgetary allocations for purchasing Russian-made motor vehicles in 2009 by federal agencies of the executive branch will be distributed in the following way:
The Russian Defence Ministry: 4 billion roubles
The Russian Interior Ministry: 2.43 billion roubles
The Russian Ministry of Civil Defence, Emergencies and Disaster Relief: 1.99 billion roubles
The Russian Federal Customs Service: 0.09 billion roubles
The Russian Health and Social Development Ministry: 3.76 billion roubles
The Russian Federal Service for Control of Drugs and Psychotropic Substances: 0.21 billion roubles
The Russian Foreign Intelligence Service: 0.03 billion roubles.
