OREANDA-NEWS. On 09 February 2009 COMSTAR – United TeleSystems (COMSTAR-UTS OJSC, LSE: CMST), a major operator of integrated telecommunications services in Russia and the CIS, announced that, the Board of Directors of OJSC MGTS, subsidiary company of JSC COMSTAR-UTS, has adopted a resolution to comply with the request submitted by N. Maksimenka, CEO of MGTS, related to his release from duties due to transfer to COMSTAR-UTS, and also to appoint S. Nazarov, Vice-president for marketing of JSC COMSTAR-UTS, as CEO of MGTS.

In accordance with the established procedure, N. Maksimenka will transfer to COMSTAR-UTS to the position of Adviser to President of the Company from February 4, 2009.

S. Nazarov will take up duties of CEO of OJSC MGTS on February 4, 2009.

"In the year 2008 several global projects were implemented in MGTS, both technological ones and projects related to promotion of the company’s products on Moscow market. The process of access network modernization is being finalized in MGTS and now the company is ready to move to the new phase of development. Nikolay Maksimenka has fulfilled all the assigned tasks and now his experience is required in COMSTAR-UTS in order to implement projects related to inter-carrier relations and relations with subsidiary companies, - says Sergey Pridantsev, President of JSC COMSTAR-UTS, and Chairman of OJSC MGTS Board of Directors. – In his new line of duties, Sergey Nazarov is assigned a serious task, to lead MGTS to the new level of promotion and quality of telecommunication services and customer service. Sergey Nazarov has a great experience in the development of similar projects in the largest fixed telecommunications operator CenterTelecom. In addition to that, he realized a program related to introduction of MGTS brand to Moscow market of broadband access, while performing his duties in COMSTAR-UTS. I’m sure that Sergey Nazarov will successfully continue implementation of development strategy of the Group of Companies on Moscow market as CEO of MGTS ".

SERGEY NAZAROV was born in 1971. In 1995, he graduated from the Moscow Institute of Physics and Technology, and later completed the post-graduate studentship at Moscow Technical University of IT and Communications. In 2007, he graduated from the Higher School of Economics majoring in Finances and Credit. He holds a degree of PhD, technical, specializing in Telecommunication Systems, Networks and Devices.

From 1994, he rose through the ranks from a sales support engineer in AT&T Representative Office to Deputy Sales Director in Lucent Technologies office, both in Moscow.  In 2003, he took charge of Customer Relations Department at OJSC CenterTelecom.

From January 2006 to June 13, 2007, he served as Deputy Commercial General Director at OJSC CenterTelecom.

Starting from June 2007, he is Vice President for Marketing at JSC Comstar-UTS.

NIKOLAY MAKSIMENKA was born in 1963 in Vitebsk. In 1992 he graduated from the Far East Technological Institute (Vladivostok) majoring in radio engineering.

In 2004, he got his MBA in the International University (Moscow). In 2008, he continued education Executive MBA Moscow international higher business school MIRBIS.

In 1991, he worked as a chief engineer at Vladivostok Toll Switch of OJSC Elektrosvyaz branch (the Primorie Territory). In 2001, he was appointed to the position of Deputy CTO of the Primorie branch of Dalsvyaz OJSC. From 2005 to 2006 –deputy CEO – Director of the Primorie branch of Dalsvyaz OJSC.

In January 2007, he was appointed as Adviser to CEO of Dalsvyaz OJSC.

From February 2007 – Deputy CEO – Director of Moscow branch of CenterTelecom OJSC.

In February 2008, he occupied the position of CEO of OJSC MGTS.

In 2003 N. Maksimenka was awarded a title "Master of communications". In 2004, he became winner of International competition "Best achievements in business" in the nomination "Best top-manager".
