OREANDA-NEWS. On January 22, 2009  The First Vice Prime Minister of Ukraine Olexandr Turchynov held a meeting on tax issues with participation of the Finance Minister, Economics Minister and heads of STA, State Committee for Regulatory Policy and Entrepreneurship and the Council of Entrepreneurs within the Cabinet of Ministers of Ukraine.

On commission of Olexandr Turchynov a workgroup has been set up, composed of heads of ministries and departments, which is to work with heads of local councils and entrepreneurs after coordination of a final redaction of Law On local taxes and dues in the part of market due and parking due.

For two weeks the panel shall provide coordinated propositions concerning the form and rate of the mentioned dues.

Moreover, during the meeting an Ordinance of the Cabinet of Ministers of Ukraine №1118 was discussed which regulates an issue of simplified system of taxation and exempting payers of single tax from VAT payments. Taking in account multiple appeals of regional subjects of small business a decision was taken to postpone putting the ordinance in force till April 1.

Olexandr Turchynov emphasized the Government is ready to render overall support to entrepreneurs and is open to dialog with them. “At the same time STA will continue blocking schemes used for evading taxes or optimization of tax burden on subjects of small businesses working under a simplified taxation system,” the First Vice Premier of Ukraine explained.

Another decision approved was not to levy tax on obtained general funds for citizens turning from simplified taxation system to the general one.

The participants of the event also agreed on withdrawal of law submitted by the Ministry of Finance On making changes to the Law of Ukraine On taxation of profits of enterprises (concerning payments from the distributed profit, when having a financial intermediary) in terms of not attributing to gross disbursement the expenses of enterprises for buying goods or services under contracts with entrepreneurs who pay single tax.

The First Vice Prime Minister has commissioned leaders of the departments to work “in constant dialog with entrepreneurs in order to avoid one-sided actions”.
