OREANDA-NEWS. On 11 January 2008 was announced, that the powermen have to use this last-ditch method due to non-payments of the sales company which reached RUR 1 billion 460 million following the results of December 2008.

IDGC of Centre, JSC, has applied best efforts this year to agree with JSC "Tver Power Sales Company". 

An agreement on joint actions was signed between the grid and sales companies, the question at issue was repeatedly submitted to the meetings of the Regional Headquarters on Power Safety of the region, and a special commission has started to work under the Regional Power Commission, but the situation with non-payments did not change.

The first persons of IDGC of Centre took a decision to protect the budget of the branch. Socially significant objects will be excluded from the list of notification: schools, hospitals, and kindergartens.

The company carries out its actions within the limits of the legislative base of the country. In particular, introduction of the restriction is stipulated by items of the Rules of Non-discrimination Access to Services on Electric Energy Transmission and Rendering of These Services (item 29) approved by the Governmental Order of the Russian Federation as of 27 December 2004 No.861. According to the document, the grid organization, according to certificates of the coordination of the emergency and technological reserved quota, stops rendering of services on transmission of electric energy if the consumer of services has debts on payment of services on electric energy transmission for two and more settlement periods.
