Azov City out of Play
OREANDA-NEWS. December 31, 2008. Throughout the year 15 investors leased the total of a bit more than 60 hectares of 2000 available in Azov City. And only one – Royal Time – started construction on one of 30 land plots, as reported at the end of the previous week by the Vice Governor of Krasnodar Region Evgeniy Muraviev at the meeting with the investors.
Rostov`s authorities are spending money with caution, looking back at the investors. Or, to be more exact, not spending: “We would not like to be offput – to have built, and there`ll be nothing there [the investors will not come out to the sites],” the Vice Governor Sergey Nazarov is concerned. The regional administration has invested less than 1% of the planned 3 billion rubles in the infrastructure of the zone, remarks the director of the Regional Gambling Operators` Association in the Southern Federal District Nickolay Oganezov. And the federal authorities have not allotted even a minimum amount from the budget – at least, for preparation of land plots, cadastral plans, land-surveying, muses about it the general director of Investment and Finance Technologies Laboratory Ilya Kushnir. There are no special support measures either – tax holidays, state guarantees for loans, the expert added.
The administration of Rostov region has not responded to the request of the association to lobby the extension of gambling facilities operations till July 2012 on the federal level, says Oganezov. He assumes that the appeal to the regional authorities may be repeated no sooner than in February.
