OREANDA-NEWS. December 26, 2008. The Verkhovna Rada of Ukraine has approved in the second reading and in whole the Law of Ukraine “On mitigation of an impact of the world financial crisis on development of the building branch and housing”. This document was backed by 410 deputies of the Parliament. A Governmental draft law was taken as a base.

The draft bill envisages completing of housing objects with over 70% readiness, the cost of which has to be determined by the Economics Ministry and the Ministry of Regional Development and Building. 2009 is planned for completion of building of houses with over 50% of readiness and in the aftermath – buildings of less than 50%.

Besides, the instrument stipulates creating a blueprint on building of accommodation with the state support at the level of 30% as well as simplifying of permit procedures in the constructing works.

This document also proposes to recompense a builder or investor expenses for construction or reconstruction of objects, energy or gas supply networks. These functions are suggested to be imposed on enterprise which has a right to provide technical conditions for building of such objects and networks and to which they are given on balance and in exploitation. At this the form of agreement, procedure of calculation of expenses which undergo compensation and form of compensation are determined by the Cabinet of Ministers.
