Ukraine Reduces Energy Resources Consumption
OREANDA-NEWS. On December 17, 2008 at the Government’s sitting a draft order of the Cabinet of Ministers of Ukraine “On programs for raising energy efficiency and reducing energy resources consumption” has been approved.
The order provides for drafting till July 1, 2009 and implementing within the years of 2010-2014 sectoral programs on energy efficiency and programs on reducing energy resources consumption in the budget sphere and introduction of the NAER (National Agency of Ukraine for Efficient Use of Energy Resources) of monitoring and control over the state of their fulfillment.
Practical application of the above-mentioned document will essentially influence on the sectoral and regional development of our country through stable reduction of the GDP energy output and implementation of program measures which prevent the use of energy inefficient, old technologies and equipment and low efficiency technologies for the use of energy resources.
“Today the problem of the GDP high energy output is of national nature as it concerns the competitiveness of the national economy’s products, cost price, volumes of fuel-energy resources consumption. The GDP energy output in Ukraine is high enough, 2.6fold increases the average GDP energy output of the developed countries of the world,” Head of the NAER Ihor Cherkashyn said, commenting upon the approved order.
At present only 3 sectoral programs on energy saving are in effect (Ministry of Housing and Communal Services, Ministry of Transport and Communications and “Naftohaz of Ukraine” NJSC) which have been drafted and agreed with the NAER and approved according to the legislation.
It is also envisaged to provide through implementation of the relevant energy saving measures to cut down energy resources consumption in the budget sphere which is to reach 20 percent at least in 2014 of 2009 and budget downsizing aimed at disbursement of energy carriers and communal services in the budget sphere.
