OREANDA-NEWS. December 16, 2008. The Ministry of Transport and Communications of Ukraine has worked out a draft Program on railway transport reformation. The document is agreed with all interested ministries and departments, including the Finance Ministry, Ministry of Economy, State Property Fund and Antimonopoly Committee, submitted to the Justice Ministry of Ukraine for examination.

After the Justice Ministry’s conclusion the draft resolution of the Cabinet of Ministers of Ukraine “On approval of the Program on railway transport reformation” will be submitted for the Government’s consideration. The Ministry of Transport and Communications expects that Cabinet of Ministers will adopt the relative decision by the end of the year.

The railway transport reformation with further market transformation of the sector will be carried out in two stages. In the first stage the Program on reformation provides for the creation on the basis of Ukrzaliznytsia of a single economic subject – Ukrzaliznytsia public enterprise and in the second – Ukrzaliznytsia public stock company.

Such transformations allow to reorganize the current territorial-functional administration structure into the vertical-integrated with separated structural subdivision-boards: infrastructures of the wagon economy, locomotive economy, carriage of passengers of long distance service and passenger local and regional carriage.

Reformation will guarantee efficient work of railway transport and allow to preserve the railway property in state ownership.
