FAS Initiated Case Against Ministry of Defense
OREANDA-NEWS. December 17, 2008. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ministry of Defense of the Russian Federation and "Polyot" Research-and-Production Company" Federal State Unitary Enterprise for violating Part 1 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.
The case was initiated upon a petition of "Prima" Research-and-Production Enterprise" Ltd. - a developer and manufacturer of communication equipment for military and civil aviation.
The Ministry of Defense could have violated the antimonopoly legislation by passing the acts that might result in preventing, restricting or eliminating competition on the market of airborne communication systems for aerospace vehicles, when the Ministry in advance designated "Polyot" as the only developer and manufacturer.
In such a situation, manufacturers were often forced to purchase obsolete and technologically less sophisticated equipment to complete the products they develop and sell.
Alexei Ulyanov, the Head of the Department of Industry Control, said that if the Case Commission would conclude that the acts passed by the Ministry contravene the antimonopoly legislation, FAS Russia would insist on their revocation. This will facilitate competition on the market of communication equipment for military and civil aviation, which ultimately must positively affect the quality and the costs of the supplied products.
