Russian PM Vladimir Putin signed an order on the construction of a second section of the Baltic Pipeline System, which will be financed by having Russian pipeline monopoly Transneft issue long-term infrastructure bonds, the government said in the order. The order that Transneft has long awaited calls for building the pipeline in two stages from Unechi in the Bryansk region to Ust-Lugi in the Leningrad region with an offshoot to Surgutneftegaz’s oil refinery in Kirishi.
