OREANDA-NEWS  On 02 December was announced, that the chief of the measurements and metrology department Marat Dinmukhametov to act as the speaker on the issue of implementation of IEC 61850 standard at the "Russian Grids 2008" international exhibition.

A round table meeting will be held within the limits of the exhibition which will be devoted to prospects and problems of realization of IEC 61850 standard in the domestic electric power industry.

The IEC 61850 standard was adopted by the International Electrotechnical Commission (IEC) in 2004 as the uniform standard of data exchange and organization of communication systems of smart devices of power plants and substations. Since 2005, it is successfully applied at grid objects of the foreign power companies. 

In Russia, its implementation is carried out at the objects of the Federal Grid Company, the technical policy of which recommends transition to this standard as far as software and hardware are ready. However today this is connected with a lot of difficulties which require solution.

The goal of the planned round table conference is to solve them.

“The modern electric power industry is intensively introducing intellectual electronic devices of protection, automatics, and management. Thus, efficiency of their application essentially decreases owing to rather low rates of their integration into the existing management systems and a necessity to use them for the purpose of integration of additional hardware. IEC 61850 is a prospective tool of creation of the uniform universal platform; however its introduction is connected with a necessity of solution of a set of the associated problems.

Together with representatives of UES FGC, JSC; and IDGC of Centre, JSC, a number of the design and start-up and adjustment organizations generated a set of pressing issues and themes connected with implementation of the standard at grid objects of the Russian Federation which will be covered by participants and speakers of the meeting.

In particular, the issues of the status, stages of implementation, and the requirement to the project documentation will be considered at protection and management system development on the basis of standard IEC 61850.

The speakers of the round table are also Viktor Pulyaev, the Deputy Chief of Information and Technical Support (ITS) Department - the Head of ITS Analysis, Monitoring and Operation of USE FGC; Alexander Margulyan, the Head of Technological Management Automated System (TMAS) of ITS and S&C Department of UES FGC, JSC, Alexey Belotelov, the President of Noncommercial Partnership "Assistance to Development of Relay Protection, Automatics and Management in Electric Power Industry".

Releishchik magazine together with UES FGC, JSC, with the assistance of "Assistance to development of relay protection, automatics and management in electric power industry" NP and EnergoExpert magazine acted as the organizer of the action. Among the participants are the design, start-up and adjustment organizations, the domestic and foreign companies-manufacturers of devices of systems of relay protection, automatics and management.
