OREANDA-NEWS. December 01, 2008. The Lipetsk Office of the Federal Antimonopoly Service (OFAS Russia) charged "Lipetsk City Energy Company (LGEC)" Ltd. with abusing dominant position and imposed a fine 6 440 980 Rubles, reported the press-centre of FAS Russia.

Earlier the Lipetsk OFAS Russia recognizes that "LGEC" Ltd. violated Part 1 Article 10 of the Federal Law "On Protection of Competition". The company infringed the interests of the owner of premises, charging for heat energy based on the 701 sq.m. heated premises, when the real floor space was 296 sq.m. "LGEC" Ltd. refused to recalculate the payment or offset the paid amounts against future heat energy supplies, and the customer incurred unjustified losses.

Article 10 of the Federal Law "On Protection of Competition" forbids actions of an economic entity that has dominant position, which infringe the interests of another entity. Such offence is punishable under Article 14.31 of the Code of the Russian Federation on Administrative Violations.
