OREANDA-NEWS. November 28, 2008. Establishing the order on the market of bus passenger conveyance, liquidation of corruption and securing of road safety – such can appear the positive results of new “Conditions and order of holding a tender on passenger conveyance on the bus public routes”.

This document was elaborated jointly by the Council of Entrepreneurs within the CMU, the State Entrepreneurship Committee and the All-Ukrainian Association of Car Carriers (AACC).

To the belief of the Head of the Council of Entrepreneurs Oxana Prodan the new order contains several important and principal provisions. Notably, it regulates the tender procedure for defining of passenger carriers providing, while forming tender committees, with parity rights all the concerned parties: the authorities, carriers and the society. Also the document envisages marks for participants of the tender which they will receive according to various parameters: starting from quantity of buses to seniority of drivers and having history of violation of the road rules.

“We also propose the right for route use to be provided for the term of 5 years except 3,” Oxana Prodan says. It would enable to attract to passenger conveyance not one-day firms but serious companies which prove ready to invest into purchase of modern buses. And when the term of the contract terminates such companies, in case they don’t have violations, will be of priority to prolong serving passengers on this or that route, she explained.

According to Oxana Prodan, the new Order has been already forwarded for considering by the Cabinet of Ministers of Ukraine and the Ministry of Transport and Communications of Ukraine.

Reference. The Council of Entrepreneurs within the Cabinet of Ministers of Ukraine is set up with resolution of the Cabinet of Ministers of Ukraine of 13.02.2008 №54, its composition approved with ordinance of the Cabinet of Ministers of Ukraine of 11.06.2008 р. №836-р and unites 68 representatives of associations and unions.

Nowadays the Council unites over a hundred of members of public, branch organizations and expert institutions. Representatives of the Council of Entrepreneurs take an active part in workgroups under the profile Ministries, VR Committees which deal with improvement of current legislation.

Prime Minister of Ukraine Yulia Tymoshenko is co-head of the Council.
