OREANDA-NEWS. On November 28, 2008 The working group on check-ups of grounding of raising of fares in Kyiv communal transport has reported to First Vice Prime Minister of Ukraine Olexandr Turchynov about completing of their work.

On the experts’ estimations the tariff for Kyiv metro has to amount 91 kopecks under 10% profitability. Respective decisions were forwarded to Kyiv municipal state administration which got a commission based on these calculations to bring the tariffs to compliance. On the demand of heads of Kyiv municipal administration present at the meeting 10 days have been fixed to regulate this issue.

Besides, Olexandr Turchynov gave a commission to check whether a KMSA decision on introducing the differentiation approach to payment by enterprises of communal services harmonizes with the current Constitution of Ukraine (27.11.2008 the decision of KMSA with regards to new prices for communal services was signed instead of the one cancelled on the initiative of the Government).

“It is impossible to solve problems of enterprises at the account of other ones,” the First Vice Premier explained. He stressed that under the Constitution every person has equal rights and “the tariffs are not to be used for taxes in order to sort out the relations or carry out economic punishment”.

Olexandr Turchynov also empowered the Justice Ministry, the Ministry of Housing and Communal Services, the Economics Ministry and the Ministry of Transport and Communications of Ukraine to introduce strict control over the tariff policy led by the local authorities and carry on consultative work in the regions in order to prevent groundless raising of tariffs and violation of Constitutional rights of citizens.
