OREANDA-NEWS. November 27, 2008. The Government has approved an ordinance “On improvement of the order of application of budget funds envisaged for providing certain categories of citizens with accommodation”.

According to it, in the IV quarter of 2008 purchase of accommodation is prohibited on condition of shares at the account of the capital fund of the state budget, except cases when price for such accommodation does not exceed direct cost of construction of 1 sq m of the total area determined by the Ministry of Regional Development and Building or when the level of completeness the object is not less than 70%.

The specialists of the Ministry of Regional Development and Building consider the approved decision will enable to broaden a mechanism of interdepartmental coordination of purchase of goods for the state budget funds envisaged for the state purchases in the sphere of housing, will ensure budget resource saving at the account of optimal level of prices, will enable putting in exploitation objects of unfinished building with high level of building readiness, which would secure improvement of the situation in the housing domain.

The Ministry of Regional Development and Building has held monitoring of readiness of unfinished building objects. Among the problem issues emerging in the process of application of budget funds providing with accommodation certain categories of citizens are:

-  absence on the part of the majority of the administrators of the budget funds a system of customers of the construction works, which lead exceptionally to purchase of accommodation at the market and appears economically disadvantageous;

-  administrators of funds and all their establishments and organizations, included into the network of financing conduct purchases of similar goods, works and services in the same regions of Ukraine. Very often tenders are conducted simultaneously, which creates additional competition and leads to increase of budget expenses;

-  the practice of holding tenders is being led, when the sums increase annual amounts of financing estimated in the budget;

-  budget expenses which have same target are used along various orders of application of funds, the norms of price showings vary greatly.

On commission of Prime Minister of Ukraine Yulia Tymoshenko the Ministry prolongs work in regulating of the situation in the housing area.
