OREANDA-NEWS  On 21 November was announced, that within the limits of the All-Russia Forum on Quality which was held in Lipetsk, the round table meeting "Quality in Electric Power Industry" took place. Representatives of power enterprises of the Lipetsk region, large consumers of the electric power, and also experts of IDGC of Centre and its branches - Belgorodenergo, Voronezhenergo, Kostromaenergo, Kurskenergo, Orelenergo, Smolenskenergo, Tambovenergo, and Yarenergo - participated in the forum.

Besides, representatives of IDGC of South, power companies of the regional platform: Lipetsk City Power Company Ltd., City Power Sales Company Ltd., a branch of SO FGC JSC - Regional Dispatch Management of the Lipetsk Region Power Supply System - Lipetsk RDM, Lipetsk Power Sales Company - and Lipetsk branch of Energybalance-Center Ltd took part in the meeting.

The Chairman of The All-Russia Committee on Quality for Power, Director of ORGRES Company of the branch of UES Engineering Center Victor Pauli acted as a moderator of the section.

The theme of the round table "Quality in the Electric Power Industry" touched upon the quality in four aspects: quality of management, quality and reliability of electric power supplies of consumers, quality of servicing, and macroeconomic requirements to quality within the limits of crisis in global economy.

Welcoming the participants of the forum, Director of Lipetskenergo branch of IDGC of Centre Alexander Konanyhin noted that the issue of electric power industry was touched upon at the forum for a definite purpose. “Among the power enterprises of our region, Lipetskenergo was one of the first to start applying modern methods of management. Implementation of the quality management system (QMS), project management system, matrix management system, SAP automated resources management system and other innovations enabled us to share the received experience with colleagues and partners", he said.

During the round table meting, the speeches devoted to QMS as the tool of improvement of quality of management by the organization and experience of realization of the project in Lipetskenergo branch of IDGC of Centre were presented. During the meeting, those present got acquainted with realization of the actions on improvement of quality and reliability of electric power supply in the sector. Within the limits of the forum, discussion on the topic of interaction of consumers and the grid company with a view of improvement of quality and reliability of electricity supplies of the region took place.

Following the results of the work, hot discussion of main principles and measures on development of quality in electric power industry and economy, the participants developed the resolution in which they noted, that fixing of the methods of quality management under ISO 9000 international standards in the Russian State Standards (GOST) is the important normative basis of the processes of improvement of activity of the enterprises of all economic sectors.

The following item of the resolution says that the All-Russia Organization on Quality holds the work which is important for the national economy and the Russian population. It is aimed, finally, to promote, distribute, implement and develop the quality management on the basis of the best world practices.

Participants of the forum emphasized that absence of ideological support from top level of authorities and legislators impedes wide implementation of management on the basis of quality in conformity with standards ISO 9000, ISO 14000 and OHSAS 18000.

The text of the message also says that one of the reasons why the productivity of the Russian economy is lower than in the advanced countries is underexploitation of positive opportunities and results of total implementation of QMS in the country and the integrated management systems on the basis of the international and Russian standards.

The participants found it important to draw attention of the Government and the President of the Russian Federation to the issues of management improvement on the basis of quality management in conditions of the economic crisis as a vital action for the country. "Now it is time for the management from masters, chiefs of departments up to Chairman of the Government of Russia to be stick to this philosophy and methods of improvement of management", said Victor Pauli.

The last item of the resolution said about a necessity to change the slogan for The All-Russia Committee on Quality's activities: "Through the best management - to the best quality of work providing better quality of life of Russian people". On behalf of The All-Russia Committee on Quality, the forum decided to recommend that the Government of the Russian Federation should introduce this slogan into all processes of real activities of all levels and structures of authority and management of the country that will be obviously a powerful impulse to mitigate current signs of the economic crisis now and soften liquidation of its consequences in the further.
