OREANDA-NEWS. On November 14, 2008 The Cabinet of Ministers of Ukraine has approved a draft law “On top-priority antirecessionary measures in building area and building of accommodation”, elaborated by the Ministry of Regional Development and Building. The head of the department Vasyl Kuibida declared at a press conference.

Formation of a solvent purchaser, according to Vasyl Kuibida, is planned along two ways: the first – reduction of cost of a square meter of accommodation through restriction of profitability of the enterprises-producers of building materials and those who build; the second – ban to form share holding enterprises in building of objects or networks.

(Nowadays when a building company triggers any construction activity, a contract on share holding is concluded according to which the builder pledges to give municipal authorities a part of completed flats or funds for social accommodation (20%) and between 20-40% from the cost of building works – for the development of civil engineering infrastructure).

“The draft law stipulates that enterprises, institutions, organizations which form technical conditions and oblige to build these or those networks to fulfill their implementation ought to take these networks on their accounts and return their cost to those who build them after their construction is completed.

It would reduce the cost of a square meter,” the Minister explained. He also added that the draft law envisages providing funds by the state for the first fee for physical persons, who need improvement of housing conditions, and an opportunity to take mortgage credit in the bank to pay off the building companies for the purchased accommodation.

“In the draft resolution of the National Bank of Ukraine elaborated by the Ministry of Regional Development and Building we have suggested to chose banks which are to conduct mortgage crediting according to the certain characteristics, for instance, those operating in the banking area over 5 years, which credit mortgages not less than 3 years, those having portfolio for mortgage crediting not less than UAH 100 MN.

To improve stability of the banks the NBU is proposed to provide funds to refinance them on condition that 70-80% of the mentioned funds are used for mortgage credits for physical persons,” Vasyl Kuibida stressed. The banks, as the Minister put it, are suggested to choose those physical persons who want to purchase accommodation which is 75% and more of completeness.

At the year’s start Ukraine possessed over 60 thousand of uncompleted housing objects, for now their number is a little more than 1 thousand. “Such an approach will assure work for the builders, will enable to complete the launched building objects and will give an opportunity to purchase accommodation,” Vasyl Kuibida explained.

The second part of the draft law is joined to simplifying of the conciliatory-permissive system.
