On November 12, 2008 in the Embassy of India in the Russian Federation the Federal Antimonopoly Service (FAS Russia) held a seminar on competition policy and law enforcement in the Russian Federation for the officials of the Embassy of India and representatives of the Indian companies, working in Russia, reported the press-centre of FAS Russia.

The Head of the FAS Russia Mr. Igor Artemiev made a report on competition policy in the Russian Federation.

In his report, the Head of the FAS Russia underlined the active participation of the Embassy of the Republic of India in the development of cooperation between the Russian Federation and the Republic of India, as well as the creation with the participation of the FAS Russia of national regime in the field of competition for the Indian companies, working in Russia.

The Deputy Head of the FAS Russia Mr. Andrey Tsyganov presented some aspects of the antimonopoly authority' law enforcement activities to the representatives of Indian companies.

In particular, the key elements of the application of the Federal Law "On Protection of Competition" and the Federal Law "On Placement of Orders to Supply Goods, Carry out Works and Render Service for State and Municipal Needs" were highlighted. Besides, some amendments to the competition legislation of the Russian Federation known as the second antimonopoly package were debated.

Talking about the new powers of the FAS Russia on control over the foreign investments in the Russian Federation, Mr. Andrey Tsyganov informed audience that last week the FAS Russia in accordance with the provisions of the Federal Law "On Protection of Competition" and the Federal Law "Procedures for Foreign Investments in the Business Entities of Strategic Importance for Russian National Defense and State Security" approved the petitions of the Indian company "Jarpeno Limited", which is a member of the group of persons of "ONGC" that is owned by the Government of the Republic of India and is the major producer of oil and natural gas in India, on acquiring the rights that will allow determining conditions of entrepreneurial activities of the group of companies "Imperial Energy Corporation PLC".

Resuming the seminar, the participants expressed the mutual desire to conduct meetings on competition law enforcement issues on the regular basis.
