OREANDA-NEWS. November 12, 2008. Metalloinvest became the first enterprise in Russian metals and mining industry to accomplish pre-registration of chemical substances in products supplied to European Economic Area (EEA), reported the press-centre of Metalloinvest.

The pre-registration procedure was performed by the Holding’s enterprises in order to fulfill their engagements related to the requirements of the Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH).

According to the Regulation, the REACH Only Representative has been appointed in order to represent the interests of the enterprises that make up the Holding - Lebedinsky GOK, Mikhailovsky GOK, Ural Steel and OEMK. Currently, European customers and consumers of the Holding’s products are being informed about the Only Representative appointment via special notices.

The final list and identifications of substances for pre-registration have been prepared on the basis of results of consultations with Russian and foreign manufacturers of similar products, leading consulting agencies and specialized organizations.

The pre-registration data has been entered on-line via the REACH-IT portal on the ECHA website. Information regarding each pre-registered chemical substance can be found in the concerned preliminary Substance Information Exchange Forum (Pre-SIEF) established within REACH-IT.

"The registration of chemical substances in the scope of REACH will affirm the leadership of Metalloinvest and boost the Holding’s competitive advantages on the global market", Maxim Gubiev, General Director of Metalloinvest Management Company said.

Metalloinvest continues consultations regarding the fulfillment of REACH-related obligations by the Holding’s enterprises. The preparation to the next stage of REACH – the final Registration - has been initiated in order to register certain chemical substances by November 30, 2010.

The Regulation (EC) No 1907/2006 of the European Parliament and of the Council concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) came into effect on the 1st June 2007.

REACH applies to all chemical substances manufactured in, or imported to the European Economic Area (EEA). Therefore, the Regulation applies to Russian enterprises of metals and mining industry exporting their production to the European market.

REACH requires that the information about all chemical substances has to be transmitted to the European Chemical Agency (ECHA) within the pre-registration stage before December 1, 2008. 

The registration stage implies the preparation of technical dossiers files and chemical safety reports to be also transmitted to the European Chemical Agency (ECHA). The registration deadlines are determined depending on each substance’s quantities and characteristics.
