Ukraine Approved Resolution on Second-Hand Import
OREANDA-NEWS. November 07, 2008. The Cabinet of Ministers of Ukraine has approved a draft resolution “On prohibition of import of clothes and other second-hand goods as goods made on commission to the customs territory of Ukraine”.
Economics Minister of Ukraine Bohdan Danylyshyn informed that import of the mentioned goods in 2007 has increased almost 10fold as compared to the previous year.
Textile second-hand goods are imported in bulk or baled without sorting, which complicates control and following usage and can cause illegal import of such goods and negative influence on light industry in Ukraine, the head of economic department considers.
B.Danylyshyn stressed that sanitary aspect gives rise to concern as existent normative base doesn’t envisage compulsory certification of second-hand goods. It entails the fact the guarantees of safety of such goods are absent, which violate the right of citizens on health protection and purchase of goods of high quality.
In addition concern with regards to negative impact on home market of huge import flows of second-hand light textile goods into Ukraine is constantly uttered by the Council of national associations of commodity producers within the Cabinet of Ministers of Ukraine and Ukrainian association of light industry enterprises to the address of central executive authorities. So, appeals contain that such goods in the amount of 1.95 kilograms per capita had been imported in 2007 while general amount of import had exceeded industrial production fourfold.
The Minister is convinced that approval of the resolution would contribute to control over maintaining operations with goods made on commission, preventing of worsening of sanitary-epidemiological state within the state, creating of conditions for the guaranteed paying taxes to the state budget, preventing of negative influence on the internal market of light industry goods.
