Koltsovo Airport Violated Law on Protection of Competition
OREANDA-NEWS. September 29, 2008. The Federal Antimonopoly Service (FAS Russia) recognized that "Koltsovo" Airport" OJSC violated the Federal Law "On Protection of Competition". FAS Russia did not issue a determination because the company voluntarily eliminated the violations. However the company will be held administratively liable under Article 14.31 of the Code of the Russian Federation on Administrative Violations, reported the press-centre of FAS Russia.
FAS Russia initiated a case against "Koltsovo" Airport" OJSC for violating Part 1 Article 10 of the Federal Law "On Protection of Competition". The case was initiated upon a petition of "Sibir" Air Carrier" [S7] OJSC, which specified that "Koltsovo" airport had evaded entering into a contract for the ground and airport servicing of "Sibir" aircrafts in the airport of Yekaterinburg.
"Koltsovo" Airport" OJSC has dominant position on the market of air transportation, and aircrafts arrivals and departures in Yekaerinburg. The company's actions were in breach of Part 1 Article 10 of the Federal Law "On Protection of Competition" because such actions resulted in restricting competition on the market of passenger air transportation on the Moscow-Yekaterinburg-Moscow route and infringed the interests of "Sibir".
Since "Koltsovo" Airport" OJSC voluntarily eliminated the antimonopoly violations, FAS Russia did not issue a determination and only recognized that the company had committed an offence, and accordingly initiated an administrative case.
