OREANDA-NEWS  On 26 September was announced, that IDGC of Centre, JSC committees that check preparedness of the subsidiaries for the autumn and winter period of 2008 - 2009 started their work. The company’s order defined the structure of the checking committees.

Deputy General Director for technical policy, IDGC of Centre, JSC Sergey Schumacher and Director for operation and repairs Dmitry Pankov head up the committees. IDGC of Centre committees include Head of the Department of Technical Inspection Olga Zuikova, Head of the Department of Production Safety Audit Sergei Vassilev and Head of the Checking Department Sergei Shpilevoi. The committees also include the representatives of IDGC of Centre, JSC subsidiaries, territorial bodies of Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor), subsidiaries of UES System Operator-Central Dispatch Administration (district dispatch administrations) and the inspection personnel of the Department of Technical Inspection, IDGC of Centre, JSC.

The committees will check up the preparedness of the subsidiaries for work in winter, when the volume of work reaches its maximum, under the requirements of the Regulation on the estimation of preparedness of electric and thermal power supply organisations for work in the autumn and winter approved in the order of the Ministry for the Power Generating Industry of Russia as of 03.09.2008. The company will control performance of actions of territorial Programmes of maintenance of reliability and development of the grid complex, performance of emergency responsible drills devoted to prevention of emergencies at low temperatures, observance of the requirements of industrial safety, labour safety and fire safety, presence of  emergency equipment, performance of repair programmes, etc.

During the check the committees will give objective estimation of preparedness of subsidiaries to work during the autumn and winter  period (AWP) in 2008/2009 and deliver certificates.

The committees will have to present the results of the check of preparedness of IDGC of Centre, JSC  to work in AWP in the first decade of November, 2008. However, now it is already possible to state that IDGC of Centre subsidiaries are preparing  properly for the forthcoming winter.

The volume of expenses of the company on the 2008 repair programme is 1bn 270m roubles. In comparison with the last year, the funds of the repair campaign have increased by 20 %.

For two years IDGC of Centre has been performing the system of facilities complex repair. It has become one of the crucial factors at reception of the Certificate of Preparedness for the winter of 2007, that IDGC of Centre received the first among other grid companies. Application of the given method allows to decrease considerable the costs for material and technical resources, increase the quality of work and optimise the use of the repair personnel.

During the modernisation in IDGC of Centre, obsolete oil switches were replaced by modern vacuum switches, and the self-bearing isolated wire was widely used at construction and reconstruction of electric systems. The company also widely implemented  vacuum reclosers. Their exclusive functionality and wide possibilities allow to operate networks at a distance, reduce time for search and localisation of the damaged sites and optimise the work of the operating and dispatching personnel of the power supply system, and that is extremely important at passage of AWP.
