One of BEF Round Table Conferences Was Devoted to Power Sector
OREANDA-NEWS On 26 September was announced, that the forum general plenary session was held in the form of the international power conference. One of round table conferences was devoted to the power sector.
The Deputy Minister for Power of Russia Vyacheslav Sinyugin noted that according to all forecasts, substantial growth of power consumption is expected in the countries of the Asian-Pacific Region. This assigns a special part to the eastern part of Russia concerning extraction and transportation of resources, creation of power programs, use of various power sources. Earlier at a session of a round table conference, General Director of Evrosibenergo Sergey Emdin made an example of creation of a territorial industrial complex in the north of the Irkutsk region as an example of solution of similar tasks. It will connect two regions and, as a matter of fact, connect a power supply system of Yakutia to a power supply system of the whole country, make the system self-sufficient due to use of raw material of local deposits, including those of gas.
Sergey Emdin, the General Director of Evrosibenergo Ltd., "We speak about large stations of 300 MW capacity and above. Most probably, one station is supposed to be constructed instead. We have already said that two most comprehensible points are considered now: Kirensk and Ust Kut. From the point of view of smaller stations, there may be a larger number of stations.
The idea that from the point of view of power sector the Angarsk Territory may be considered as a small model of the Asian-Pacific Region found acknowledgement of the international conference. According to the words of the General Director of Irkutskenergo Andrey Konovalov, since 2011 this area will feel deficiency of the electric power due to significant growth of its consumption. There is a necessity of complex use of resources and construction of new generating capacities. Meanwhile, use of a new source of gas conceals a number of risks, among them are a balance of cost of coal and gas, and also access to a new resource through a monopolist - Gazprom company.
Andrey Konovalov, the General Director of JSC Irkutskenergo, “We have had constructive negotiations with Gazprom. We have agreed that we now prepare a memorandum of a joint concentration of effort to discuss, designate, understand, and analyze key issues now for the nearest 3 years.”
One more risk is that the scheme of gasification of the Irkutsk region has not finally been approved yet. Now the way of laying gas mains and location of stations to be constructed, has not been defined yet.
