President of IES-Holding Suggested Solutions for Heat System Reform
OREANDA-NEWS On 25 September was announced, that president of IES-Holding Mikhail Slobodin suggested key solutions for the heat supply system reform. He thinks that by 2020 Russia will be able to have a modern and efficient heat supply system.
President of IES-Holding reported his suggestions concerning the heat supply system reform at the round-table meeting "Heat Supply System Reform: Current Situation, Development Strategy, Realization Principles" held on September 10 at the "Russian Strategic Resources" Congress of the 13th International Scientific and Industrial Forum "United Russia". IES-Holding is an organizer of the round-table meeting.
Mikhail Slobodin said that the current heat supply system is characterized by the high level of losses and has no basic incentives for efficiency improvement and energy saving. "Nowadays we have a poorly functioning system that has no internal drives for self-optimizing", - thinks Mikhail Slobodin. In the current situation, the inefficient heat supply system is paid by consumers. The heat supply system cannot any longer exist as it is - under the conditions of growing prices for energy resources, the cost of losses rises high and becomes an unbearable burden, thinks the President of IES-Holding.
Mikhail Slobodin is sure that at the same time the heat supply system has a great potential for optimization and cost cutting. He suggested solutions for the heat supply system reform. The President of IES-Holding emphasized that the problems of the heat supply system shall be solved all together, as all its elements are closely connected.
According to President of IES-Holding, the successful reform of the heat supply system requires first of all: changing of the regulatory system; establishing priority of centralized heat supply and combined generation; liquidation of uncounted heat consumption; development of heat regulation by consumers; arranging relations in managing the property complex in the heat supply system; development of a special fuel economy program; changing the system of technical regulation parameters.
According to Mikhail Slobodin, the key changes in the heat supply system may be made within 6-12 months. The effect of such changes, said President of IES-Holding, will be significant in 3 years. Great system moves will be within 10 years, and by 2020 Russia will have a modern and efficient heat supply system set up for a particular situation and specific needs in each case, concluded Mikhail Slobodin.
