North Kazakhstan – Aktobe Oblast Line Will Be Completed in 2008
OREANDA-NEWS On 23 September was announced, that line “North Kazakhstan – Aktobe oblast” will connect the power grids of the West region with UPS of Kazakhstan. Realization of the project will provide reliable power supply of the consumers in Aktobe oblast and will increase competitiveness of electric power deliveries into the region.
The design provides a construction of 500kV “Zhitikara-Ulke” OHTL, 500km in length, reconstruction of 500kV “Zhitikara” and “Ulke” SS. In a technological plan, a specific feature of new power transmission line is an application (for the first time in CIS) of phase shifter (PS) for compulsory power flow.
The breakthrough project realizes by using a mechanism of state-private partnership (SPP). An agreement between “Batys transit” JSC and MEMR of RK provides that after expiry of concession (2023), a constructed power transmission line will be transferred to the state.
Present time a volume of completed construction-installation works on the line makes 36,9 %, according to a schedule the works for extension of 500kV “Ulke” and “Zhitikara” SS are carried out.
Construction of power transmission line “North Kazakhstan – Aktobe oblast” has been began in September of 2006. Project value is – KZT 19.9 mlrd. To realize the project, “Batys transit” JSC has issued the infrastructure bonds to the amount of KZT 18.830 mlrd. with maturity of 13 years. The bonds issued under the state guarantee have been placed among the pension funds and other institutional investors.
“Kazakhstan Electricity Grids Operating Company “KEGOC”” JSC carries out a technical control under construction and participates in the authorized capital of the concessioner at the rate of 20%.
