OREANDA-NEWS  On 23 September “Kazakhstan Electricity grid Operating Company “KEGOC”” JSC announced that from the beginning of September this year, the short-term outages in supplying of the South zone consumers of UPS Kazakhstan were observed in the hours of the evening peak load.

Within the prescribed period because of an unbalanced operation of Central Asia UPG there were more work of emergency control automatics (ECA) directed on stable operation of North-South transit. To unload an above mentioned transit, an action of power surge automatics (PSA) has disconnected the consumers in the south of Kazakhstan (up to 115 MW) and in UPG of Central Asia (up to 180 MW). In some cases, to avoid the difficult consequences of the failure and their development, a full time operation of PSA brought to separation of Kazakhstan power system by North-South transit.

So, in the hours of peak load during first half of September there were fixed 152 cases of PSA operation, where in 9 cases PSA operation brought to disconnection of North-South transit with limitation of power supply to the consumers of South Kazakhstan in volume of45-190 MW and UPG of Central Asia in volume from 200 to 850 MW.

In some cases, a lack of order of regulation power in the hours of peak consumption by the main entities of south region had an influence on the operation of South zone of UPS Kazakhstan. Particularly, at an actual power deficiency in the hours of evening peak load up to 100 MW, “APK” JSC worked without of order of additional power compensating the lack due to (energy system) loading the transit “North-South”.

Situation of North-South transit is complicated by an unbalanced operation of Central Asia energy systems. Present year is characterized by low level of afflux in the rivers of Central Asia and an insufficient water volume in the reservoirs of the hydroelectric power stations (HPS). In consequence of water resources scarcity an energy system of Kyrgyzstan reduces the volumes of regulating power supply to UPS Kazakhstan already today.

Lack of fuel availability at thermal power stations (TPS) of Uzbekistan doesn’t allow to provide a sufficient generation to cover the own needs in electricity. Consequently, the significant upwards of consumption (up to 250 MW) are allowed in the energy system of neighboring state, that in most cases determined the emergency outages of North-South transit. “KEGOC” JSC is a system operator of the unified power system of the Republic of Kazakhstan which main task is to provide a stable functioning of UPS Kazakhstan.
