OREANDA-NEWS. August 25, 2008. The Federal Antimonopoly Service (FAS Russia) recognized that the Federal Agency for Education violated the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and issued a determination to eliminate the violations, reported the press-centre of FAS Russia.

The case was initiated upon a complaint of "RSMI" Ltd. The Petitioner stated that the Agency had breached the Law in an open bidding for purchasing and supplying to the Russian Science and Culture Centres the audio-visual publications in Russian and computer programs aimed at supporting Russian language studies in the foreign countries.

According to the Petitioner, in the auction documentation the Ordering Party set the requirements for supplying specific "MARK-SQL" Automated Library-Information System; the Ordering Party also combined supplies of the audio-visual publications in Russian and computer programs aimed at supporting Russian language studies in the foreign countries in the same procurement item, which put restrictions on the number of bidders.

Having investigated the case, FAS Russia recognized the Petitioner's complaint justified in terms of specifuying the Automated Library-Information System by the Ordering Party without adding "or its equivalents". FAS Russia issued a determination to amend the auction documentation in accordance with the Law, by extending the bidding deadline for 15 days.
