Тhe problem of increase of a safety level of flights in the Russian aircraft always was among priority both at a level of state regulation of air transport, and in daily activity of airlines.

In the developed conditions of the decentralized management of branch the exchange of practical experience of experts from various areas within the limits of aviation community is extremely necessary for development of the complex approach to the decision of a problem of increase of a level of safety of flights.
