OREANDA-NEWS. July 21, 2008. The Moscow City Court confirmed validly of the fine imposed by the Federal Antimonopoly Service upon Yury Adrianov, Deputy Head of the Federal Air Transport Agency (Rosaviatsia), reported the press-centre of FAS Russia.

On 12th November - 28th December 2007, FAS Russia carried out a scheduled inspection of the Federal Air Transport Agency following the FAS Russia's Order of 9th November 2007 "On Undertaking Control Measures".

As part of the inspection, the FAS Russia's Inspectorate sent a letter of 9th November 2007, requesting to present certain documentation, particularly, the signed government contracts (agreements) with appendixes and additional contracts for 2006-2007.

Rosaviatsia failed to present the requested documents in full.

By 23rd January 2008, the FAS Russia's Inspectorate still did not receive the requested documentation, which violated Part 1 Article 17.1 of the Federal Law "On State and Municipal Procurement of Goods, Works and Services" and is subject to administrative penalty under Article 19.7.2 of the Code of Administrative Violations.

Having considered the administrative case, FAS Russia fined Yury Adrianov - the responsible official - 10 000 Rubles.

Yury Adrianov petitioned to the Savelovsky District Court and then to the Moscow City Court. Both Courts of Law, however, confirmed the rightness of the FAS Russia's position.
