OREANDA-NEWS. On 27 June 2008 was announced, that construction of the first phase of the Eastern pipeline within the Skovorodino region of the Amur territory is performed without serious violations. Defects revealed by Rostekhnadzor during the inspection in spring are related to purely legal execution of documentation. According to “Amur pravda” all discrepancies have been recovered by today.

At present construction of 252 kilometers of ESPO’s first phase is close to completion in the Amur region. Most of pipe has been welded and covered with earth. Oil pumping station in Skovorodino has been designed, excavation works started.

Head of the trans-regional department for the state construction inspection of the Rostekhnadzor territorial administration for the Far Eastern Federal District Alexander Mordokhovich has informed that professional workers and oilmen work in Amur region. Subsequent to the results of latest inspection of project progress all comments mainly touched the legal execution of the construction and were eliminated in ten days period, Mr. Mordokhovich added. Rostekhnadzor’s executive noted that difficulties of ESPO construction are related mainly with the severe climatic natural conditions. For example we had to wait for bogs melting in order to execute work in Skovorodino region. Installation of a pipe at rocky regions requires in its turn a triple increase of the excavation works.

During ESPO construction the Federal Service for Ecological, Technological and Atomic Supervision (Rostekhnadzor) performing a preventive control of emergency situations on the stage of further operation of the site. To realize this task the specialists of the territorial administrations regularly perform technical inspections of the subcontractors involved in construction. Documentation required for workers appraisal and compliance with safety requirements are obligatory controlled during site inspections.
