FAS Russia Raised Its Position in the Rating Enforcement - 2007
OREANDA-NEWS. June 23, 2008. Under the results of its activity in 2007 the Federal Antimonopoly Service (FAS Russia) raised its position on the four points in the Rating Enforcement of the "Global Competition Review".
The influential international edition "Global Competition Review" annually conducts analysis of the competition authorities' activity using the assistance of the leading competition experts. Initially, the FAS Russia was included into the Rating Enforcement in 2005, in 2006 the Service shared 36-38 places with Competition Commission of Greece and Competition Commission of Argentine. In the Rating Enforcement -2007 the FAS Russia was lucky to occupy 32-36 places. It achieved the same results as competition authorities of Poland, Belgium, Mexico and Slovakia. Among given countries, only the FAS Russia and the Antimonopoly Office of the Slovak Republic have the positive dynamics at that.
The experts noted that the improvement of antimonopoly legislation mainly contributed to the positive changes which increased significantly the quality of the FAS Russia' activity and led to growth of its rating. In particular, the creation of fining regime based on annual turnover as well as introduction of the "leniency program" was the significant step forward. Besides, the strengthening of the enforcer and the development of the enforcement practices bring the Service closer to what many would consider a "best-practices" model.
The experts agree that the FAS Russia did its best to raise its profile both nationally and internationally. Russia's hosting of the 2007 International Competition Network Conference was something of a watershed in its history, and continuing cooperation with other enforcement jurisdictions promises to improve the ways that the FAS Russia views its duties and practices.
