Kamchatka Krai Discussed Gas Supply
OREANDA-NEWS. June 7, 2008. Headed by Alexander Ananenkov, Deputy Chairman of Gazprom’s Management Committee, Gazprom’s delegation continues its business trip across the Far East and the Transbaikal region.
Today, in the course of the trip to the Kamchatka Krai, Gazprom’s heads and experts visited the Sobolevo – Petropavlovsk-Kamchatsky trunkline construction facilities and the Kshukskoye and Nizhne-Kvakchikskoye pre-development facilities.
Alexander Ananenkov held a meeting on issues related to phase 1 construction work scheduled as part of the project. Participating in the meeting were heads and experts from Gazprom’s core business units, Gazprom invest Vostok, Gazprom transgaz Tomsk, Burgaz, Mezhregiongaz, Kamchatgazprom, Promgaz, VNIIGAZ, representatives of the Kamchatka Krai authorities and contractors.
The meeting identified specific actions to be stepped up for meeting the work completion deadlines set by the country’s leadership in order to launch gas deliveries to Petropavlovsk-Kamchatsky facilities in the 4th quarter of 2010.
Alexander Ananenkov tasked the leadership of the project customer, contractors and operators to strictly meet Gazprom’s high environmental standards and environmental legislation requirements when performing the work.
While operation of production facilities under construction is vested in Kamchatgazprom, the Sobolevo – Petropavlovsk-Kamchatsky trunkline will be operated by Gazprom transgaz Tomsk. In this context emphasis was put on the need to speed up the work with the state executive authorities so as to finalize the procedure embracing acquisition of Kamchatgazprom’s shares. This is needed to meet the drilling work completion deadlines and to timely launch gas deliveries.
Besides, the meeting addressed geological exploration activities to be performed by Kamchatgazprom under the license agreement requirements.
Promgaz was entrusted with completing the development of the General Gas Supply and Gasification Scheme for the Kamchatka Krai in 2008 and agreeing on it with the regional authorities.
Special attention was paid to the need of synchronizing the commissioning of gas production and transmission capacities and gas distribution and utilization facilities. To that end, Mezhregiongaz was entrusted with setting up together with the Kamchatka Krai authorities a working group responsible for population centers gasification issues, finalizing the commercial talks with consumers about the gas supply terms and concluding a long-term gas supply contract with regional power utilities in the 3rd quarter of 2008.
Mezhregiongaz was also tasked with including Kamchatka facilities in the 2009 General Gas Supply and Gasification Scheme for the Kamchatka Krai and initiating the engineering and construction of gas distribution networks in the region.
