RBD Took Part in All-Russia Forum “Small & Mid-Sized Business”
OREANDA-NEWS. May 30, 2008. N. Martynova, Executive Vice Chairman of the Managing Board of the Russian Bank for Development took part in All-Russia Forum “Small and Mid-sized Business – Basic for Social and Economic Development of Russia in XXI century” which was confined to the Day of the Russian Entrepreneurship, reported the press-centre of RBD.
N.Martynova made a report at a section on the improvement of SME legal framework in Russia. She focused on the SME topicality for the country’s economy. “SME may significantly ensure the economy’s innovative development, SME can place it on a new technological level providing the country’s competitiveness in the world”, - N.Martynova said.
Speaking about the challenges of SME lending support and in particular about the difficulties of access to resources, the RBD’s representative expressed the opinion that development institutions shall play an important role in this area and primarily the State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)”.
Along with that N.Martynova spoke about necessity of making amendments in the banking regulatory framework. In particular, she focused on the necessity of the speedy alterations in the Federal Law “On Insolvency (Bankruptcy)” which will exclude the mortgaged property out of the bankruptcy assets in case of the debtor’s bankruptcy (the amendments shall be made in Articles 82, 101, 131, 134, 138 of the Federal Law “On Insolvency (Bankruptcy)”.
At the section devoted to federal and regional SME lending support programs N.Martynova spoke in detail about implementation of the corporate strategy of the State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” referring to SME lending support accomplished through RBD. Among the major objectives she mentioned SME lending support growth and expanding the regional coverage primarily in the resource deficient areas. N.Martynova talked about the new area of business for the Bank – lending to SME support infrastructure entities.
