Rusal Windalco Successfully Manages Resettlement in Jamaica
OREANDA-NEWS. On 02 June 2008 was announced, that RUSAL WINDALCO’s development of the Happy Content Sub-division in Faith’s Pen, St. Ann is an example of the company’s successful resettlement programme which involves relocating residents who can be affected by its mining activities and reclamation work. Development work on the subdivision started in 1999 and persons began moving in 2002. The lots are occupied by 45 houses, including duplexes.
The company ensures that the relocated families receive lands equivalent in value to what they had before. In case the value is less, a payment is made for equality of exchange. The residents are also compensated for their temporary loss of income and loss of their income generating projects.
Marcia Edwards, RUSAL WINDALCO’s resettlement officer, said, “Our policy requires that we ensure that the living standard of the persons being relocated is equal to or better than it was before”.
“I am happy that I was relocated,” said Sharon Gayle, who has been living in the Happy Content subdivision for over four years. “Where I was before, the house was incomplete and we did not have all our facilities under one roof. With the relocation, we now have piped water and electricity. I am also able to raise my chickens and plant my garden”.
In line with the company’s comprehensive approach to resettlement, RUSAL WINDALCO organizes pre-settlement counseling sessions as well as monitors the residents for a while after they have moved in. For example, through its Lands and Agriculture Department, the company assists with landscaping and replanting costs.
