OREANDA-NEWS. On 06 May 2008 was announced, that the program of actions on covering the perspective energy sources capacities deficiency is developed by Irkutskenergo Company. According to the Company's estimation, by 2024 the deficiency may be 3, 400 MW, if now the Company does not undertake measures for increase in the installed capacity of the power supply system. If capacity of Irkutskenergo power plants remains on the today's level - 9 thousand MW, by 2010 the Irkutsk power supply system will experience deficiency of capacity. This was declared by Chief of the Analysis and Estimation Department of JSC Irkutskenergo Sergey Kuchev on 29 April at the seminar devoted to realization of the social and economic development strategy of the Irkutsk area.

The developed program assumes development of the existing sources of power supply and construction of new objects. In particular, three new thermal power stations are planned to be constructed in the Irkutsk area and the Novo-Ziminskaya Thermal Power Station is planned to be expanded.

Construction of a large coal power station (990 MW) is planned in the Taishet area. The new TPS is planned to be constructed within seven years and put into operation by 2016. It is supposed that expenses for works will exceed 53 billion rubles. Besides, it is planned to construct a gas TPS (300 MW) in Kirensk. Creation of the power station on this territory is caused by presence of inexpensive fuel - associated gas with Dulsimenovskoe deposit. The power station is to be constructed within six years, and put into operation by 2014. The total cost of works is estimated equal to 8.57 billion rubles. The gas power station is supposed to be set up in the Irkutsk. This is caused by the necessity of creation of a new thermal source on the right bank of the Angara. The period of construction will be around 10 years, and putting into operation is planned to take place in 2020. Expenses for creation of the facility are defined to be around 23 billion rubles. A new block at the Novo-Ziminskaya TPS is planned to be constructed. The advantages of the facility consist in low investment expenses due to the developed infrastructure of the operating thermal power station. The construction of the thermal power station needs investments for the sum of nearby 14 billion rubles.

The program on covering the future deficiency of capacity incorporates measures on reduction of the power supply system own consumption, and also reconstruction of the generating equipment and increase in capacity of thermal sources. In order to implement the program, Irkutskenergo plans to attract investments for the sum of 111 billion 563 thousand rubles.

Besides, Irkutskenergo developed the "South" project for optimization of the Irkutsk city heat supply. The project assumes creation of infrastructure and reliable heat supply of a new megapolis within the limits of realization of the "Agglomeration" project. In particular, the project assumes use by small boiler houses of more effective sources by means of construction of the main thermal networks. Small inefficient boiler houses will be closed. Alongside with these measures, the heat supply of the regional center is supposed to be constructed on the basis of integration of networks of Irkutskenergo large thermal power stations.
