Postal Services Must Be Profitable for Post
OREANDA-NEWS. On April 24, 2008 the round table participated by chief editors of regional mass media chaired by L. B. Narusova, Head of the Committee for Information Policy was held in the Federation Council. А. I. Kazmin, FSUE Russian Post General Director also participated in the meeting, reported the press-centre of Russian Post.
Subscription improvement by implementing modern information technology, interaction with subscription agencies, retail sale organizatiоn newspapers and magazines in post offices and other ones are among top questions discussed. The participants paid special attention to tariff policy on periodicals delivery and postal services quality.
As noted A.I. Kazmin, tariff rates are not indexed. They are kept at the level lower than net cost that is non-profitable for the enterprise. FSUE Russian Post losses of the service made up 2,5 bln rubles in 2006, 3.2 bln rubles in 2007. As forecasted, the enterprise would lose 4,2 bln rubles in 2008 due to indexation by the inflation and discounts for all regional and urban editions.
In his report A.I. Kazmin noted that to change the situation in the subscription market all sources related to periodicals and its distribution should focus their forces with particular state support. "If post represents social unit the state needs, it should provide support one", he claimed.
