OREANDA-NEWS. On 23 April 2008 was announced, that Sergey Verbenko, Director of the Department for legal issues spoke at the all-Russia conference "Legal support of the companies in telecommunication sector 2008".

The conference held by the Company Infor-media Russia was devoted to the improvement of regulatory and legal framework of the telecommunication industry in relation to latest tendencies and prospect of the market development. The objective of the event is to contribute to effective communication between regulatory bodies and participants of the telecoms market, experts and specialists in the sphere of law and to encourage implementation of the new info-communication technologies and services in the country.

In his report "Legal problematic in terms of telecoms services provision for the purpose of TV broadcasting", presented within the frames of the session "Special regulatory issues of the industry", Sergey Verbenko said about the peculiarities of telecoms operators and broadcasters activity licensing. Нe also underlined the necessity of coordination of the applicable legislation in accordance with the market requirements, and considered the law related problems arising in the course of subscribers and telecoms operators, broadcasters interaction in terms of telecoms services provision for the purpose of TV-radio broadcasting. "The represented, in the Concept of TV-radio broadcasting for 2008-2015, thesis related to the proposals on introduction of changes in the different Federal Laws, and also modification of the established licensing procedure of the TV-radio broadcasting and licensing of the activity related to telecoms services provision for the purpose of TV-radio broadcasting shall be realized within the reasonably short period of time", - S. Verbenko underlined.

At the conference, where representatives of the State regulatory bodies, Russian and foreign companies of the telecommunication sector, content providers, equipment developers and manufacturers, systems integrators, layers and mass media were gathered together, the following issues were discussed and considered: main directions of the telecoms market development; legal support of the consolidation procedures (M&A) in the telecoms business; interaction of the companies’ layers and consultants; taxation of the investment activity and tax risks of telecoms risks; issues of intellectual property in the sphere of telecommunications and other.
