OREANDA-NEWS. On 18 April 2008 was announced, that the Angarsk Territory plans to spend 600 million rubles on construction of power facilities in 2008. According to Director of the Department of the housing policy, public infrastructure, transport and communication of Irkutsk area Peter Voronin within the limits of the weekly report of heads of structural divisions of the Administration of the Irkutsk area, in 2007 the sum of 500 million rubles was directed for these purposes.

Thirteen power facilities are supposed to be constructed this year, including completed construction of 11 facilities and construction of three new facilities will be completed. All of them are stipulated within the limits of realization of the Irkutskenergo investment program (Irkutsk Grid Company Ltd. (IGC)) for 2008. Besides the construction works, two power facilities are planned to be designed.

During the next years, within the limits of the IGC investment program, realization of the long-term projects is to be finished. These are high-voltage lines at the site of Golumet - Novostrika (Cheremhovo area), Saltykovo - Petropavlovskoe (Kirensky area), and also at the site of Ust Kut - Kirensk, etc.

The List of Priority Facilities will be drawn up beforehand - for the prospect of 3-5 years, so that they could be included in the annual investment programs. Formation of the perspective list is supposed in view of programs of social and economic development of municipal units, territorial plans, concept of thermal and fuel complex development strategy of the Irkutsk area.

In specialists' opinion, the negative factors influencing realization of IGC investment programs are the long process of coordination of projects with various departments, including that connected with allotment of the land at the stage of choosing the site for substations construction, forest resources for construction of electricity supply facilities, redistribution of financial assets between objects of construction due to rise in the price of the equipment and materials.

According to First Deputy Governor of the Irkutsk area Yury Paranichev, the majority of facilities will serve for solution of social problems of the territories and are not fit for reception of profit in the regional treasury. Many power supply facilities being in the process of construction will be repaid only in 10 years.
