EBRD Expressed Interest in Financing Projects of Apa-Canal Chisinau
OREANDA-NEWS. On April 11, 2008 the readiness to finance investment projects in Chisinau was confirmed by the members of delegation of EBRD during the meeting with the mayor of the capital Dorin Chirtoaca, vice-mayors, the chairmen of the commissions of municipal council and the directors of municipal enterprises.
The delegation was represented by the EBRD director for Moldova, Caucasus countries and Belarus Michael Daeky, the main bankers of the Department of investments into municipal infrastructure Paul Covenden and Carolis Dekeris.
According to the mayor, first of all investments should be distributed to water and sewage supply, water-cleaning station and municipal transport. The visitors were interested in the projects, proposed by the local public administration, in particular, in the projects of JSC “Apa-Canal Chisinau ", requiring 170 million euros investments, including 75 million euros for construction of water-cleaning station in the capital.
These projects are included in the Concept of water and sewage supply of Chisinau. The representatives of EBRD noted that investment projects can be successfully implemented only in case if municipal council approves the real tariff for services. The international representatives expressed hope, that in the nearest future the municipal council will balance tariffs for water and sewage supply as well as use of counters.
Now the average tariff covers only 77 % of the cost recommended by ANRE that deprives a lot of important projects of financial covering. Moreover, according to the amendments to the tax code, since 2008, JSC " Apa-Canal Chisinau” is obliged to pay 80 million leis in the form of taxes, VAT and duties for water, which have increased 30 times. "Apa-Canal Chisinau" insists, that these costs and debts on payments were reflected in the current tariff.
