Russian Bank for Development Participated in Banking Conference
OREANDA-NEWS. April 01, 2008. Nadezhda Martynova, Executive Vice Chairman of the Managing Board of the Russian Bank for Development (RBD) made a report at X All-Russia Banking Conference "Interaction of the Bank for Development and Commercial Banks in the Implementation of Investment Projects" which was held in Moscow, reported the press-centre of Russian Bank for Development.
According to Mrs.Martynova, since the beginning of the SME loan support program in 2002, over 5,000 loans have been extended to small and medium-sized enterprises, and the total amount exceeded RUR 16 billion. At present the SME loans in the total portfolio breakdown amount to 40 percent.
Two-tier lending procedure underlies the SME program. It means that the borrowers receive funds through regional banks, which eliminates competition with commercial banks. The number of SME loan support counter party banks surpassed 100; at that currently over a half of them has opened credit lines.
Among the tasks of the Russian Bank for Development for 2008 Mrs. Martynova highlighted the SME lending growth. The total amount of funds is expected to grow by 40 percent in 2008. Another task is the regional outreach of the program, primarily, in the regions with resource shortages. Moreover, the share of industrial enterprises, transport and construction, as well as enterprises whose activities incline technological and innovative potential contributing to infrastructure developments in the RF constituent entities, in the loan portfolio of regional banks is expected to grow.
In 2008 RBD is proceeding to provide lending to the subjects of SME infrastructure support. In this area the Bank will actively cooperate with the Ministry of Economic Development and the Ministry of Regional Development, with the local governments and social SME agencies.
For the purpose of creating favorable environment for the small business development it is necessary to ensure introduction of the procedure for differentiation of the interest rate for commercial banks according to industry breakdown of the SME loan portfolio.
Representatives from the RF Ministry of Finance, Ministry of Regional Development, and Soviet of the Federation, State Duma, The Bank of Russia, Vnesheconombank, Association "Russia", RSPP and GU-HSE took part in the conference.
