OREANDA-NEWS. On March 28, 2008 the next meeting of UzACI’s Board was held. The meeting was attended by the heads of departments, regional administrations of the Agency, directors of  joint stock companies, enterprises and organizations of communications and informatization sphere. Regional enterprises in the structure of Agency participated in that meeting  through a conferencing, reported the press-centre of UzACI.

The meeting was presided by the First Deputy General Director of the Agency A. Izbasarov.

The meeting discussed: 1) - an execution of the Collective Agreement for 2006-2008 concluded in 2007 between the Communications and Information Agency of Uzbekistan and the Central Committee of Uzbekistan Telecommunications Trade Unions, 2) - preparation to the World Telecommunications Standardization Assembly  by the International Telecommunication Union (ITU).

The first item was addressed by the Chairman of the Central Committee of Uzbekistan Telecommunications Trade Unions T. Nazarjanov. He noted in his speech that as of January 1, 2008 there exist 190 collective agreements including one branch agreement, two tariff agreements and one single collective agreement which cover 100% of workers. The parties to that agreement continuously implement a control over its fulfillment and discuss results at the meetings and conferences while results of tariffs agreement are discussed at the Board of Directors and presidiums of Central Committee in order to take necessary decisions.

This item was also reported by: General Director of JSC “Uzbektelecom” Kh. Mukhitdinov, General Director of “Uzbekiston Pochtasi” R. Kasimov, General Director of “Matbuot tarkatuvchi” S. Najbitdinov and other executives from Namanghan, Djizzak and Surkhandarya provinces.

On the second item of the meeting a repot was made by Deputy Director of  Scientific & Technical Researches and Marketing Center Z.Giyasov.

A Working Group was established and a Plan of cooperation with standadization sector of ITU-T was approved by UzACI in order to implement preparatory works to that World Telecommunications Standardization Assembly.

It was noted that in order to study the ITU telecommunication standardization sector' activity, standardization in ICT sector of Uzbekistan as well as to prepare a contribution of Uzbekistan to the World Telecommunications Standardization Assembly a significant scientific & research work: “Research and analysis of materials of the World Telecommunications Standardization Assembly as well as  preparative work on contribution of the Republic of Uzbekistan to the World Telecommunications Standardization Assembly  is being carried out by the Scientific & Technical Researches and Marketing Center. The main purpose of such investigation is to prepare analytical  material on telecommunications' standardization issues for the Agency and to develop Uzbekistan's position for the higher body of the standardization sector (WTSA ITU).

After considering a proposal on Uzbekistan's contribution, the Working Group of the Agency presented a proposal which includes: - new structure will maintain a continuity of the existing structure, - reasonable re-assignment of issues between research committees based on current and future issues, combination of two research committees.  

Based on ITU’ resolutions which provide that a mandate of each research committee shall be clearly determined for avoidance of duplicate activity of different research committees and to secure agreed general program of activities by the ITU telecommunications’ standardization sector the Working group of the Agency made a proposal on modifications to the ITU research committees‘ mandates for the period of 2009-2012.

Preparatory information on restructuring of ITU telecommunications’ standardization sector’s activity was sent to the Executive Committee of RCC (Regional Commonwealth in the Field of Communications) in order to form a general RCC’s proposal in the process of preparation to the World Telecommunications Standardization Assembly.
