OREANDA-NEWS. April 02, 2008. By № 385 Order of the President of the Russian Federation, a State Secretary, Deputy Head of the Federal Antimonopoly Service (FAS Russia) Andrei Tsarikovsky was awarded the Order of Friendship and the Head of the FAS Russia's Department for State Procurement Supervision Mikhail Evraev - the order "For Services to the Country 2nd Degree", reported the press-centre of FAS Russia.

In 2004-2007 Andrei Tsarikovsky was directly involved in drafting such statutory instruments as the Federal Law "On State and Municipal Procurement of Goods, Works and Services", the Federal Law "On Protection of Competition", the Federal Law "On Introduction Amendments to the Code of Administrative Violations", as well as some Articles of the Land, Water and Forestry Codes.

Owning to the work of the Deputy Head of FAS Russia on increasing co-operation of the Antimonopoly Service with international organizations and competition authorities in other countries, in 2006 for the first time Russia was included in the efficiency rating of national competition authorities and was rated among 38 leading countries with the best competitive environment. Through the efforts of Andrei Tsarikovsky, FAS Russia is actively engaged in the work of the International Competition network (ICN). In particular, the 6th Annual ICN Conference in Moscow (May 2007) was organized under his supervision.

As the Head of the FAS Russia's Department for Control and Supervision of Real Estate, Local Monopolies, and Housing and Public Utilities, and then the Department for State procurement Control, Mikhail Evraev was directly involved in developing the approved amendments to statutory regulations aimed at developing competition and curtailing corruption, including the Land, Urban-Planning, Forestry and Water Codes. The Federal Law "On State and Municipal Procurement of Goods, Works and Services" was formulated with direct participation of Mikhail Evraev.
