OREANDA-NEWS.  On 17 March 2008 was announced, that General Director of IDGC of Centre  Evgeniy Makarov and Governor of the Yaroslavl area Sergey Vakhrukov had signed the Agreement, the subject of which is interaction of the parties during development of the electric power system of the Yaroslavl area and maintenance of reliable electricity supply of clients.

'The signed agreement plays a defining role in guarantee of provision of the electric power to the population and enterprises of the Yaroslavl area. Interaction of the Government of the Yaroslavl area and IDGC of Centre will allow to see an operating, smoothly running, managed system of electricity network in the near future. Owing to this, favorable conditions for development of the enterprises on the territory of the region are created', Governor of the Yaroslavl area Sergey Vakhrukov said.

According to the Agreement, it is planned to integrate the electricity network complex of IDGC of Centre on the territory of the Yaroslavl area and the electric networks belonging to other persons.

It will allow to create a united center providing reliable electricity supply of consumers, to lower specific charges for networks, losses of the electric power and to create preconditions for decrease in the tariff for transport of the electric power.

Decrease will occur due to distribution of the available infrastructure of IDGC of Centre to the electric networks, realization of new approaches in the system of accounting of the electric power and optimization of electricity supply charts.

Interaction of the parties is also provided in realization of priority investment projects of the Yaroslavl area due to duly and qualitative connection of power installations to electric networks, establishment of payment for technological connection to electric networks according to the current legislation of the Russian Federation, coordination of mutually acceptable terms of payment.

One of priority directions the Government of the Yaroslavl area and IDGC of Centre is development and realization of the program of external illumination of the Yaroslavl area, with formation of the sections:

 - External illumination of inhabited localities;
 - External illumination of religious, cultural and historical facilities; 
 - Maintenance of networks of external illumination of the Yaroslavl area.

Within the limits of the Agreement, the Government of the Yaroslavl area will take part in development of IDGC of Centre charts of prospect development of electric networks in the Yaroslavl area for the period till 2015, jointly develop the forecast of growth (and its updating) of the power consumption and electric loadings on network units of the Yaroslavl area, etc. The annual regulation and establishment of economically proved tariffs for services on transfer of electric energy, technological connection will be provided within the limits of their powers.

'IDGC of Centre should provide not only financing of projects, but also raise quality of client service, simplify procedure and reduce time of connection of consumers to electric networks on the territory of the Yaroslavl area', General Director of IDGC of Centre  Evgeniy Makarov said. For this purpose we should set up a large-scale network of service centers all over the Yaroslavl area'.

Also in accordance with the terms of the agreement, IDGC of Center's responsibility shall include increase of the electricity network complex functioning reliability in the Yaroslavl area during realization of actions on integration of electric networks on the territory of the Yaroslavl area and realization of a set of actions directed to reduction of production costs on municipal, ownerless facilities of the electric network facilities transferred to the IDGC of Centre's ownership  and other proprietors of electric network facilities in the Yaroslavl area.

The agreement is effective till 2015.
