OREANDA-NEWS. On 07 March 2008 was announced, that Comstar – United TeleSystems JSC, the leading supplier of integrated telecommunication solutions in Russia and the CIS, announces that it has established a new position of Government Relations Director.

The position is introduced to improve the Group’s cooperation with regulatory authorities, including the Federal Tariff Service and the Federal Antimonopoly Service. Government Relations Director reports to the President of the company.

Vladislav Vasin, former Vice President of the Telecommunications Asset Management Unit and Director of the Technology Development Department at Sistema Joint Stock Finance Corporation, has been appointed to the post.

"Vladislav Vasin is a professional which has been working in the telecommunications industry for many years. He held positions of responsibility in the largest companies in this area," said Dmitry Karmanov, Staff Management Director of Comstar-UTS. "His experience will help us to improve the cooperation with public authorities."

Vladislav Vasin was born in 1950. In 1977 he graduated from the All-Union Correspondence Institute of Electronics and Telecommunications, in 1993 – from the United States Telecommunications Training Institute (USTTI). He has been working in the telecommunications industry since 1969. In 1980 – 1994 he held various positions at the Ministry of Communications and Information of the Republic of Belarus, with the highest of them being the Deputy Minister. In 1994 – 1998 he was the First Deputy General Director of Rostelecom JSC, in 1998 – 2002 he was the First Deputy General Director of Svyazinvest JSC. In 2002 he joined Iskra-Business Service Network Association as its Vice President and CEO; same year he took the position of Regional Projects Deputy General Director of Sistema Telecom CJSC. In 2007 he occupied the position of First Deputy General Director of SkyLink CJSC, later – the position of Technology Policy Deputy General Director of Sistema Telecom CJSC. Before joining Comstar-UTS, Vladislav Vasin held the post of Vice President of the Telecommunications Asset Management Unit – Director of the Technology Development Department at Sistema Joint Stock Finance Corporation.
