On 15 February 2008 was announced, that Nikolay Yourievich Brousnikin, First Deputy to the OJSC Russian Utilities Systems Board Chairman and OJSC Volgograd Utilities Systems (representing IES-Holding and OJSC SGC TGC-8 interests) General Director was appointed to the position of a Counselor to RAO UES of Russia Board Chairman.

Since 2005, Nikolay Brousnikin has been heading the RAO UES of Russia Project Group for municipal and housing economy monitoring. The Project Group has settled system non-payments by utilities for energy supply in regions, resolved financial and organizational issues arising amongst enterprises in the municipal and housing economy, energy complex, regional and municipal power authorities. In particular, crisis situations in Voronezh, Briansk, Tomsk, and other cities have been settled. While heading the Project Group, Nikolay Brousnikin has actively participated in rulemaking and lawmaking processes, targeted at the improvement of Russia municipal and housing branch financing conditions.

Holding IES top manager position and advisor to the RAO UES Board Chairman post by Nikolay Brousnikin testifies to the succession in approaches developing as amongst state energy holding and CJSC IES major private company actively participating in Russian Power Sector reforming processes.

One of the most essential directions in current activities of Nikolay Brousnikin is constituted by Volgograd city public infrastructure modernization and development. Volgograd Utilities Systems company headed by N. Yu. Brousnikin was the winner in February 4 contest for the right to a long-term lease of the city public infrastructure.

"While the problem of debts for energy supplies consumed has been buried in the past in other cities, municipal companies in Volgograd are still in the red against powermen by more than 1 billion Roubles. And this is the " Achilles' heel" for the entire Volgograd District", Nikolay Brousnikin said.

He has underlined that the entire complex of engineering, organizational and financial arrangements would be required in this region, which would be carried out by CJSC IES jointly with energy companies and power authorities in the near future.
"Anatoly Borisovich Chubais is paying the most careful attention to regions' power industry reformation processes and is interested in elimination of all problems in Volgograd. I shall bring the crisis-proof arrangements being implemented to the attention of RAO UES management and prepare the possible meeting of A.B. Chubais with Volgograd District and Volgograd City administration", Nikolay Brousnikin emphasized while commenting his appointment.
