OREANDA-NEWS.  February 12, 2008. In 2007 the increase of electricity consumption was 4.5 %. Reduction of consumption and production of heat in 2007 were 3.4 % compare to the last year.

Part of electricity for consumers of Republic of Tatarstan for off-set the own generation was purchase at the wholesale energy market. Expected profit form JSC "Tatenergo" holding activities will be 3.1 billion rubles, at the reached annual turnovers in amount of 42.6 billion rubles, including form the operation on the wholesale energy market form turnovers in amount of 5.7 billion ruble was received the profit in the amount above 1.1 billion rubles.

In 2007 the holding company JSC "Tatenergo" as the entire power engineering industry of Russian Federation practically ended the reforming and started realization of basic goal – attraction of investments for technical refurbishment and upgrading the facilities, construction оf the new capacities for production (generation) and transfer of electricity and heat.

Started active formation in Republic the energy cluster. The separation form JSC "Tatenergo" the repair, servicing, engineering and other companies allowed, first, to provide independence in solving operative issues to some structural unit and second, keep production system as the organic whole. Today these companies cover the power system demands and actively operate in the other regions of Russian Federation and abroad.

At Zainsk together with world company Schneider-Electric started production of the block transformers for the power system. Began working Urussu electro-mechanical factory specializing in production and repair of the set transformer substations. In Stolbishche is opened the factory for production of set switchgears together with production association "Eltehnika " in Saint Petersburg. In the current year together with this company it is planed to open the lines for production of low potential sets of devices. In December opened the factory for production of pipes with foam polyurethane insulation in hydro-proof coating using the equipment of Finnish company KWH Pipe. Besides, in Stolbishche will be produced cables and conductors.

Number of the foreign companies intended to establish in Republic the joint ventures for manufacturing the exhaust –heat boilers, exhausts for gas-plunger aggregates and power plants, boiler installations and steam generators. On base of Kazan State Power Engineering University began realization of Agreement on state- corporate partnership in the area of vocational raining, training, retraining the human resource in the power engineering.

Basic tasks for 2008 for the industry are:

- Technical redevelopment and upgrading of existing facilities, construction оf the new capacities for production (generation) and transfer of electricity and heat. For this it is necessary to attract the resources of Russia and their foreign companies, including, in the form of IPO. It is necessary to effect the ahead provision with energy capacities the regions with territorial concentrations of the most dynamically developing industry.

- Continuation of formation of energy cluster, which would allow to transform the industry form infrastructure composite of industry to production, exporting its products outside Tatarstan. We talk about not only electricity supply to energy stock exchange, wholesale electricity market. This is the products of the companies, rendering services in the area of engineering, power service, power machine- and instrument building, educational establishments of various level.

Ministry of Economy and Ministry of Industry and Trade have to develop the goal-oriented Republicаn Program of support of power machine- instrument building and engineering. To date at Republic of Tatarstan is founded the dynamically developing economy, oriented at permanent growth of well-being and enhanced quality of life of citizens, protection of their material, social, cultural interest. The work for involving to business turnover renewable resources is small. If in the world today the renewable resources of energy constitute up to 10% in amount of energy consumption, in our country this figure is still 1%.

In near future after founding in Republic the base of "green economy" we must transfer to the new type of development according to formula: "from expenditures towards profit".

In Republic there is potential for alternative sources of energy using the local and secondary resources. They include timber, wastes of wood working and husbandry, production of bio- ethanol and bio-diesel when rape processing.

Under the present conditions the alternative power engineering industry is not attractive enough for business, as specific costs for creation of such power capacities exceed the traditional. However, with the growth of market prices for raw materials and energy carriers in the perspective of the alternative power engineering industry will increase. Competitive advantages will be at those who today began preparation to use of its possibilities. In Republic was designed the draft Concept of program "Development of Small Power Engineering in Republic of Tatarstan on renewable sources of energy".

One of the most prospective and close to realization of the projects – construction of complexes for processing the wastes of animal husbandry and receiving the bio gas. Ministry of Industry and Trade together with Ministry of agriculture and food shall work on technologies and economics of construction and operation of such complexes in Republicе and prepare offers for realization of the 2-3 such projects.

Despite the annually increased volume of formed in Republic of Tatarstan wastes of production and consumption, the percentage of processing of the wastes is as low as 50%. Part of the recycled raw materials, gathered in Republic, is exported because of the lack of the own processing operations. And the issue of organization of operations for recycling the raw materials is urgent. This will promote the increase of resource-raw potential of Republic of Tatarstan.

Ministry of Industry and Trade, Ministry of Agriculture and Food together with the Committee for development of the small and middle entrepreneurship have to develop and propose the special program. Special attention should be rendered to utilization of the wastes of the agri-complexes, on them fall about 70% оf total wastes in Republic.

Support of energy conservation industries. In the last years we witness some graduate decrease of the energy capacity of the gross regional product. Energy capacity, estimate as relation of consumed electricity (m.kWh) to VRP, decreased in the last 4 years twice. Also gradually decreases the correlation of the cost of supplied electricity to all consumers to BRP form 4.6% till 3.9%, despite increased average rates for electricity within this time period by over 60%. Increase of efficient use of energy resources is a complex problem. On the one part, we speak that the power engineering must constantly increase its production capacities for provision of increasing needs of our economy. On the other part, we see the non rational use of energy resources. This is the witness of the low efficiency of consumption of energy, irrational use of possibilities of our power engineering industry. It is enough to say that decrease of energy capacity of the gross regional product by 1 % results in its increase by 0.44%.

As basic indicator, characterizing the efficient use of energy carriers in Republic, is used the indicator of energy capacity VRP – relation of volumes of consumed primary energy carriers in tones of reference fuel to the volume of VRP (in comparable prices of 2000). In 2007 the value of the indicator was 54.21 t.r.f./rub, by 6% lower than the 2006 level. Ministry Industry and Trade, JSC "Tatenergo" together with research centers have to enforce the work for further increase of efficiency of the power industry.
