OREANDA-NEWS. On February 06, 2007 Head of the State Nursultan Nazarbayev delivered a speech with Address to the People of Kazakhstan at the joint session of the Parliament, reported the Official website http://www.akorda.kz.  

This year’s Address “Increase of welfare of Kazakhstan’s citizens is the main goal of the state policy’ has become the logical continuation of the Addresses of 2006 and 2007 that were devoted to the Strategy of joining the fifty most competitive countries in the world and modernization of society and innovative development of country’s economy, and in view of its realization ’30 Corporate Leaders’ Program had been adopted.

Today the President put special emphasis on the necessity of successive modernization and providing Kazakhstan’s stable economic growth.

Due to this basis the main goal that is preserving social development and increase of Kazakhstani citizens’ welfare has been achieving.

Nursultan Nazarbayev emphasized the key priorities of economic policy. The main direction in oil and gas industry is strengthening the role of the state as an influential and responsible participant of international oil and energy markets, Nursultan Nazarbayev noted.

The important directions of the economy’s development are also infrastructural providing of economy, priority attention to power industry and transport system that are lagging behind the development of Kazakhstani economy.

Head of the State noted that the modern stage of development put a number of new tasks before the agroindustrial complex of Kazakhstan. These are providing of country’s food security, concentration of the efforts directed towards those agricultural sectors that export their output, and development of cattle-breeding branch.

There is one more important issue of the economic part of the Address. It is a creation of effective mechanisms of systemic and efficient respond of the state to threaten of financial instability and strengthening trust of international markets to Kazakhstan’s economy. Clear directions of activities of the Government, the National Bank, and the Agency on Financial Supervision have been determined.

President marked the tasks envisaging further strengthening of Kazakhstani statehood, increasing efficiency of the state management.

Kazakhstan will continue the way of improving its own model of political and state structure having combined generally recognized rules of democratic development and traditions of our society, the Head of the State noted.

A task has been put before the Government – to realize at accelerated rates the measures on development of the system of Kazakhstan’s public management envisaged by the administrative reform on the principles of transparency, accountability before the society taking into account the best international experience.

An important place in the Address is given to social issues directed towards further increase of Kazakhstani people’s welfare.

The new 3-year country’s budget is to provide:

-regarding 2007 on the whole, increase of the amount of average pension by 2,5 times by 2012, including in 2009 by 25%, in 2010 – by 25% and in 2011 – by 30%. Besides, by 2011 the amount of basic pension must increase up to 50% from living wage;

- starting from 2009 increase of social benefits and special public benefits annually by 9% on average;

- phased increase of public child-care benefits for the first 12 months of the child’s life in 2010-2011 up to the level exceeding amount of benefits of 2007 by 2,5 times on average;

- starting from 2010 increase of the amount of lump sum benefits for every forth or more newborn child more than fourfold in comparison with 2007;

- increase of the wage of public sector employees, gradually bringing it to the twofold level by 2012, including in 2009 – by 25%, in 2010 – by 25% and in 2011 – by 30%;

- in 2009 we must increase the annual immigration quota for Kazakh repatriates (oralman) by 5 thousand families and approach this figure up to 20 thousand families annually;

Providing social welfare must accompany the improvement of vital activity’s quality and country’s human resources. It is a main mission of the scientific and educational, and healthcare complexes of the country, Nursultan Nazarbayev pointed out.

Head of the State also described a number of tasks devoted to the issues of strengthening Kazakhstan’s international authority, regional stability and international security. On the whole, our foreign policy and ensuring security priorities remain unchanged, Nursultan Nazarbayev said.

Today Kazakhstan has achieved a qualitative new level of international recognition and strengthening the standing of our country in the world. Decision on chairing Kazakhstan in Organization on Security and Cooperation in Europe in 2010 has become a convincing witness of it.

In connection with this it is necessary to elaborate a special program ‘The Way to Europe’. It is to promote the development of economic cooperation, attracting technologies and management experience, improvement of our laws, elaboration of its agenda, and strategic vision of our chairmanship in OSCE, the Head of the State pointed out.
